This road starts out at the same point as Monte Zoncolan in Ovaro, but quickly turns off to ascend a different peak, Monte Forchianon. The road is not visible (currently) in Google Maps beyond the 2k mark, but up until there it seems to be paved, and google streetview shows the pavement continuing beyond that point. Whether it stays paved to the top is in question, but there is a farm up there so presumably motorized vehicles do need access. It looks brutal in any case.
